The purpose of the Scout movement is "To
contribute to the development of young
people in achieveing their full physical,
intellectual, social and spiritual potentials
as individuals, as responsible citizens
and members of their local, national and
international communities" .

The Scout movement is based on three broad
principles: "Duty to God ","Duty
to others" and "Duty to self".

The Scout method is defined as a system
of progressive self education through:
- A Promise and law.
- Learning by doing.
- Membership of small groups.
- Progressive and stimulating programmes.
Fundamentals
of Scouting
Scouting is "a voluntary non political
educational movement for the young people,
open to all without distinction of origin,
race or creed in accordance with the
purpose, principles and method conveived
by the founder Lord Baden Powell ".
Mission
Statement
The Mission of world Scouting is "to
Contribute to the education of young
people, through a value system based
on the scout promise and law, to help
build a better world where people are
self fulfilled as individuals and play
a constructive role in society ".
Vision
of Bangladesh Scouts
By 2013, Bangladesh Scouts envisions
to grow membership by 1.5 million by
offering challnging youth programme
through a value based educational system,
in partnership with government, agencies
and community towards building a better
world.
Overview
Bangladesh Scouts has undertaken various
measures to strengthen its organizational
status for its very existence as a great
youth movement in the country. The government
of Bangladesh has been extending promotional,
financial and administrative support towards
Bangladesh Scouts. The Ministry of Education
and the Ministry of Primary and Mass Education
treat Bangladesh Scouts as a statutory
body of the Ministry. Scouting in the
educational institutions has been made
compulsory. Bangladesh Scouts has already
involved government officers at Divisional,
District and Upazilla levels. Educational
departments of all tiers are a part of
the scout organization.
Scouting in Bangladesh is mostly educational
institution based. Community based open
scout troops are being flourished at all
tiers of the organizations.
For the proper implementation of Scout
Programme and Activities Bangladesh Scouts
has divided the whole country into 11
(eleven) Regions, namely: Dhaka Region,
Rajshahi Region, Khulna Region, Barisal
Region, Chittagong Region, Comilla Region,
Sylhet Regions, Rover Region, Railway
Region, Sea Region and Air Region. Region’s
main source of income comes from the subscription
raised by the Boards of Intermediate and
Secondary education from the students.
We also realize Registration fees from
each and every member, both youth and
adults on the basis of the census reports
given by the Regional Scouts.
Strategic Planning Workshops are held
periodically to plan and implement strategic
plan of Bangladesh Scouts for steady growth
of the organization. The last workshop
of this kind was held in April 2006 under
the auspices of the Asia-Pacific Region.
In spite of the government grant, Bangladesh
scouts has its own sources of income.
The main source of our income comes from
the 15-storied National Headquarters Building.
We are going to construct another 20 storied
Building at the side of the present building
to generate fund to cope with the rising
financial pressure in the form of bulk
expenditure for the smooth running of
the organization.
Our main target is to involve each and
every youth of the country into the fold
of scouting. Our growth plan envisages
penetration of more youth into the movement
so that each and every boy and girl can
get the opportunity to contribute his
best to the development of himself/ herself
and of the country as a whole.
The Scout census of Bangladesh Scouts
for this year 2005 is 9,48,097.
Organizational Structure:

Membership Growth
The most important area of Bangladesh Scouts is its membership growth. The plan envisages a substantial growth in the existing units including extension of Scouting to new areas where there is no Scouting Unit at present. Overall plan envisages growth in membership from almost half million to one million by 2002.
After achieving this goal, Bangladesh Scouts has again set a new goal of increasing membership from 1 million to 1.5 million by the year 2013. This will make Bangladesh Scouts one of the fastest growing and most dynamic Scout Organizations within the Asia-Pacific Region.
