What is the youth programme :

The Youth Programme is, in its most basic form. "the totality of what young people do in scouting (the activities), how it is done (the scout method) and the reason why it is done (the purpose)

Totality :

 The Youth Programme is the complete living experience proposed to a young person within the local Scout group over a period of time that enables him or her to progress towards the achievement of Scouting's educational objectives. It covers the complete span of that young person's experience in Scouting, starting the moment he or she joins the Movement and ending when he or she leaves.

The Youth Programme is a "whole" in which each of its component parts (the "what", the "how" and the "why") is essential. If any of these parts is missing or not given the right emphasis, the balance of the Youth Programme is distrurbed-and it becomes ineffective. Imagine, if you like, a three-legged stool. If all three legs of the stools are of the same length and set at the same angle., the stool is stable and useful. But if any of the legs is out of balance with the others, the stool cannot be used, it no longer serves its purpose.

What :

The Youth Programme encompasses everything that young people do in scouting. This includes the activities in which they take part, whether these are organised in a formal sense or take place spontaneously. It also includes routine things that form part of the day-to-day life of a scout patrol or unit, such as cooking and washing-up during a camping trip, or preparing for and tidying up after a troop meeting. Each of these activities, of whatever nature, must be seen as an opportunity to contribute to the achievement of scouting's educational objectives. As such, they must also be made as attractive and challenging as possible to young people, and not just presented as a chore that needs to be carried out.

How :
The Youth Programme is also characterised by the way in which the activities, formal and informal, "special" or routine, are organised and carried out. The Scout method-a system of self-education, comprising such elements as the promise and law, learning by doing, experience of living in a small group, adult/youth relationships, personal progression and evaluation, life in nature and a symbolic framework- is therefore a fundamental element of the Youth Programme. The Scout method is the way in which Scouting's educational purpose is achieved.

Why :

The Youth Programme must also reflect the principles of Scouting - duty to God, duty to others and duty to self- and be designed to achieve its purpose - the personal development of the whole person, physically, intellectually, emotionally, socially and  spiritually. What Scouts do, and the way in which they do it- the first two legs of the stool- are of no real value unless the third leg- the educational purpose of the Movement- is also firmly in place, in the right relationship

Emphasis on programme :

Our programme puts emphasis on patriotism, community development, environment awareness, socio cultural activities, development and expansion of personal skills and games and sports. Our programme is always attractive, challenging, interesting, adventurous, full of thrill, excitement and also educative.

Oath is the Gate way to Scouting :

One fresh boy or girl who joined at Cub/Scout or Rover unit he / she become scout member after taking oath. Cub scout, Scout and Rover scout has to complete selected work according to the programme (syllabus) with in minimum time frame. After compliting the syllabus if the unite leader become satisfy on that cub / scout /rover then he/she qualify for taking oath. Bafore taking oath nobody treated as a scout. So we can say that oath is the "gate way to the scouting". Only unit leader can give membership badge to the scout.

Badge System :

What is the Badge :

Its a recognition of the performance of cub scout, scout or rover scout. After the completion of certain syllabus/activity scout get recognition by the badge. Its generally made by a piece of clothes (round / square shape) with decorating print or embroidery. Badge system is the stair of development of skillness of young people.

Kinds of Badges :

There are two kinds of badges in scouting. One is " proficiency  badge " and another is " efficiency badge". By earning some proficiency badges scout become qualify for the next one efficiency badge.

Selection rules & regulation of proficiency badges :-
            Cub scout, Scout or Rover member have to choose and earn proficiency badges from different groups of proficiency badges in each section to qualify for the next stage as well as next efficiency badges. Of course there are specific time frame for earning efficiency badges  as well as passing over the stages.

Section wise : number of proficiency badges, name and  number of efficiency badges and acquiring time frame as follows :

a)         Cub Scout Section :
Cub Scout have to earn minimum eleven proficiency badges from total 38 badges among four stages/groups within minimum 24 months ( 2 years) to quality for  the highest award.

In every stage ( Standard, Progress, Service & President's Scout Award) a Scout has to select minimum five efficiency badges one compulsory from citizenship group in each stage. Other four badges from other badge groups.  One thing should be remember in the case of proficiency badge selection, that is one scout can choose maximum three badges from one group but minimum one badge have to be in each group.

* Of course after justyfing by the unit leader or skill persons (LT. ALT, WB and  especialist of concern subjects ) can give proficiency badges.

* All badges are available  in our scout shop at National, Regional, District & Upazilla level.

Rules of wearing Badge: Between the two kinds of badges only membership badge is for all i.e Adult Leaders and young scouts. Membership badge wear on middle of left pocket of shirt.

Others all proficiency and efficiency badges are only for cub scouts, scouts & Rover Scouts. All efficiency badges wear on left middle arm (between shoulder and albow) and all proficiency badges wear on right arm middle (between shoulder and albow). But there is a provision to use sash for proficiency badges shahs is a kind of clothes belt ( 12 centimeter wide) along from right shoulder to befit side of

Uniform / Dress : Cub Scout, Scout & Rover Scout and adult leaders have to wear specific uniform /dress of after taking oath as a member of Scout Movement. Cub Scout, Scout, Rover Scout and adult leader( Boy/Male) wear Ash clour T-shirt or full slives shirt and deep navy blue pant ( Trouser)  on the other side  Girl-in-Cub Scout  Girl-in- scout and Girl-in-Rover Scout (Girl) wear ash colour frok, deep navy blue trouser and orna. Adult female leaders wear ash colour saree with deep navy blue blauze. Every body have to wear black shoe, navy blue cap, and specific scarf with the uniform/ scout dress.

Effectiveness and  delivery system of Youth Programmes:-

 To carry out there responsibility of the development and delivery of youth programme effectively Bangladesh Scouts has undertaken various pragmatic steps. Bangladesh Scouts has appointed a National Commissioner to look after youth programme at the National level. In order to assist the National Commissioner there are three Deputy National Commissioners who are responsible for three sections- Cub, Scout and Rover. These is a strong and efective A programme Committee at the National level as well as regional level.
 
The first programme development workshop was held in 1993 with subsequent echo workshops at regional levels to review the existing sectional programmes. Sectional programme implementation situation is since being reviewed every year at the annual multipupose workshop. Programme workshops were also organized at national and regional levels in 1998, 1999, 2001, 2002 and 2004 exclusivly for finding out ways and means for smooth delivery of programme.

Since inception Bangladesh Scouts so far organized 8 National Rover Moots , 7 National Scout Jamborees (including 2A-P Jamborees), 6 Cub Comporees and 4 Srejonee (creative) camp at national level. Such activities are also being organized at Regional, District and Upazilla (sub district) levels almost every year. Youth forums and youth parliaments are also being held in conjunction with the jamboree, rally  and srejonee camp programmes.

Patrol leader and rover mate training couses are being arranged at Regional and District levels and Badge Courses are also being organised at Regional & District levels. Youth members of rover and scout sections regularly take part in international moots, jamborees and youth forums.
 
The highest advancement badge of cub section is sapla cub award and that of scout section is President's Scout Award and that of Rover section is President's Rover Scout Award. Every year more than a hundred Scouts and Rovers receive the highest award from the President and Chief Scout of the country ceremonially at the President's House. As well as Cubs receive the highest award ceremonially from the Prime Ministar of Bangladesh.

Regular events/activities(programme)at  of  Regional/District/ Upazilla and unit level

1.  Pack/ Troop / Crue meeting : At unit level it's a regular and fundamental activity. Almost at every weekend Cub Scout /Scout &  Rover Scout gather at an open place . By flag hoisting Cub Scout /Scout &  Rover Scout do their activitis according to the own stage sylabus for 60-90 minutes.

2.  Patrol Leader/ Met Course : It's a leadership training course for patrol leader/Rover Met. Highest four patrol leader/Rover Met can participate from each unit in a patrol leader/Rover Met Course. This course is very helpful to generate and upgrade the leadership quality of patrol leader/Rover Met according to Scout / Rover programme.

3.  Proficiency Badge Course : Cub scout , Scout & Rover Scout section has separate proficiency badges course  held on according to their own section's badges. This course is helpful to generate skill of Cub Scout, Scout and Rover Scout. By completing the proficiency badge Syllabus in that courses Cub Scout and Rover Scout can earn proficiency badge as well as efficiency badges. Its a stair to earn the highest award of each level.

4.  Regional/District/ Upazilla Cub Camporee/ Scout gathering : Its a gathering of cub/scout at District or Upazilla level. It is organized  every year. It depends on ability of District or Upazilla Scouts organization.

5.  District / regional Rover Moot : It's a gathering of Rover Scouts at Regional/ District level. It's held every year at district level. After two/three years by rotation it's held  at Regional level.

6.  Baden Powell's birth aniversery : The birth anniversery of the founder of the scout Movement Robert Stephenson Smith Lord Baden Powell of Gilwell is celebrated each year on 22nd February. At all level of scout organization ( such as unit, Upazilla, District, Region and National level) observe this day with  dignity making rally/processions, day long camp, blood donation & Grouping, Art Compitition hiking ect. attractive and interesting activities.

7. Talent search : It's an especial programme for cub scouts. It is a competition among the cubs about poem reciting, Essay writing, Art & crafts, Addressing/ speech delivering, Dance, Song etc. It's helpful to dig out dorment merit of cubs.

8. International /National day Observation :
It's a regular activity at National / Regional / Upazilla Scout organizations level. Cub/Scout/ Rover observes the various International & National day together or individualy by procession/Rally or join in to the discussing meetings. Especially Bangladesh Scouts gives priority following the nine International days  :- a) International Mother Language Day (b) World Health Day (c) World Environment Day (d) Child Labour Prevention Day (e) International Youth Day (f) International Literacy Day (g) International Day of Peace (h) World AIDS Day (i) International Day of Disabled Persons.

9.  Cub Holyday : It's only for Cub Scouts. It is held at District/Upazilla level. Cub scouts observe this day long programme including attractive, educative and interesting activities.

10.Youth Forum : It's only for scouts & Rover Scouts. In this forum Scouts / Rover Scouts deliver their own views with legal cause on a given topic.

11. Award preparatory Camp : It's a rare event but now a days it is becoming a regular programme at district / upazilla level. Its a preparatory camp for applicant of the highest award( Sapla/ PS/PRS award).

Regular events/Activities(programmes) at National Level :

All kinds of gathering are of Cub Scout/Scout & Rover Scout help making friendshi among them. This gathering teaches them to make themselves patriotic citizens. It is a large show of their presentation of skill. It's a stage of diggingout dorment merit of them. In the cub section this gathering a called " Camporee" in the Scout section this gathering at national level called "Jamboree" and in the Rover Scout sections this gathering called " Rover Moot".

4.  National Srijonee(Creative) Camp : It's an especial camp for scouts & rover scouts. It's as like as talent hunting programme. Scouts & Rover Scouts can display their creativity as an individual in this camp. Bangladesh Scouts has been organizing national srijonee(creative) camps since 2004. It is held every year. 5. Examination /written of Sapla/PS Award Applicants: Nation wide Sapla/PS award Applicants written examination is generally held on Augus/ September in every year. Exam venue usually selected at District Headquarters.

6. PS/PRS Camp : PS/PRS award applicants camp is generally held on September/October every year. Written, practical, Skill test, viva voce and phycolosy test are included in this exam.

7. Sapla/PS/PRS Award giving Ceremony : There will be a award giving ceremony after the finalization of Sapla/PS/PRS award earners. His excellency Honourable President and the Chief Scout of Bangladesh gives the PS/PRS award in a ceremony. Award Certificate is also signed by the Honourable President of Bangladesh. Honourable Prime Minister of Bangladesh Government gives Sapla award in a Ceremony. Sapla award Certificate is also signed by the honourable Prime Minister of Bangladesh. It's a great opportunity for every cub scout, scout & rover scout in her /his life.

Upcoming major events/activities :

1.  Centenary National Programme workshop :
            By the end of  June, 2007 "Centenary National Programme workshop" will be held at national scout training centre, Mouchak , Gazipur. Dedicated Scouters, Potential Scout, Rover and unit leaders will  attend this workshop.

2. Centerary Jamboree on the Train :
            Its a new and unique programme in our country as well as World Scout history. It will be held on 28 June to 02 July 2007. The train will run about 800 KM starting from chittagong to Dinazpur . There will be attractive, educative and intersting programmes for the participants.

3.  Centenary Scout Camp : Hundred of Scout units will attend this camp on 30 July to 04 August, 2007. It will be held at national scout training centre, Mouchak, Gazipur. There will be attractive, educative and intersting  programmes for the participants.

4.  Centenary Sunrise observation : During the centenary scout camp at 1st August , 2007,   centenary sunrise programme will be observed. There will be attractive, educative and intersting programmes for the participants.

5. Centenary Flag Rally : Centenary Flag Rally willbe organised allover the country during the sunrise ceremony on 1st August, 2007.
